Harold Copenhaver has strong roots in Jonesboro. He was raised here¸ is a graduate of Jonesboro High School and majored in Business Administration with a focus on Agriculture Business at Arkansas State University, and was proudly elected Mayor in November of 2020.
Mayor Copenhaver has an extensive background in agriculture and insurance. He served as Farm Manager for Covington Farms Inc. before starting his insurance career. Harold has been involved in the insurance industry for over 25 years focusing his attention on insuring churches before becoming a business partner at United Insurance Agency.
In 2013, Mayor Copenhaver was elected to the Arkansas House of Representatives, 89th General Assembly. He served there until 2015, during which time he served on five committees and three subcommittees while successfully sponsoring numerous pieces of legislation that passed with strong bipartisan support
Harold’s record of accomplishment fighting for issues facing his district earned him statewide recognition. Following the session, Representative Copenhaver was recognized by the Arkansas Municipal League as a “Distinguished Legislator” for his support of issues facing his community. Harold was also recognized by the Arkansas Advocates and Kids Count organizations as being one of two to be honored as a “Legislative Champion” for his voting record on issues facing children and families.
Dedicated to giving back to Jonesboro, Harold has been involved with many local boards, committees, and organizations. One honor Harold and his wife, Kathleen Covington Copenhaver, are especially proud of is being recognized as the 2009 Red Wolf Family of the Year, awarded to the family who best exemplifies support for Arkansas State University.
Harold and his wife of 40 years, Kathleen, a teacher at St. Marks Day School, are the parents of three children: Lauren, Austin, and Myles, and the proud grandparents of four. Harold, known to his friends as “Cope”, is a lifetime hunter and musician. The Copenhaver’s are members of First Baptist Church where Harold is a part of “The Men’s Trio”, a vocal group that performs across the state.

Shane Broadway

The Honorable Shane Broadway currently serves as the Vice-President for University Relations for the Arkansas State University System in Little Rock.
Broadway served three terms as a State Representative Saline County, and two terms in the State Senate for Pulaski and Saline counties. He was elected Speaker of the House by his colleagues in 2001 becoming the youngest Speaker of the House in Arkansas history.
Broadway served as director for the Arkansas Department of Higher Education under Governor Mike Beebe and Governor Asa Hutchinson. He joined ADHE in January 2011. Broadway was a member of the Governor’s cabinet as well as the Governor’s Workforce Cabinet, an appointed group of state government leaders charged with creating 21st Century jobs and skilled workers.
While serving in the General Assembly, Broadway was at the forefront of the legislature’s push to continue improving Arkansas’s educational system, serving as the co-author of the state school funding formula and facilities program.
An Arkansas State University alumnus, where he received the Wilson Award, the highest honor given to a graduating senior at A-State. He also received the Distinguished Service Award and served as both President and Vice-President of the Student Government Association.
Broadway currently serves as the Chairman of the Arkansas National Statuary Hall Steering Committee, President of the Saline County Economic Development Corporation Board of Directors, Chairman of the Political Animals Club of Little Rock, he is one of the founders of the Salt Bowl, the state’s largest high school football game, Member of the War Memorial Stadium Commission, Miss Arkansas Scholarship Foundation Board of Directors, Chairman of the Bryant Athletic Hall of Honor, the First Security Bank Saline County Advisory Board, the Arkansas Heart Hospital Encore Board and Member of First Baptist Church of Bryant, among others. In 2006 the Bethel Middle School Library and Media Center were named in his honor by the Bryant School Board and in 2012 he was inducted into Arkansas Boys State Hall of Fame.

Anthony A. Spicci

Tony Spicci has been active in the geospatial community for over 30 years. He began his professional career with the Missouri Department of Conservation (MDC) in 1992 building a team of research specialists that included technology, geospatial, biometrics and social science professionals to conduct and support science within the Department. He recently retired from MDC and is currently the Executive Director of the GIS Certification Institute (GISCI). The GISCI promotes the advancement of proficient GIS professionals through its international GISP® (Certified GIS Professional) certification program. The Institute fosters rigorous professional and ethical standards, community engagement, and professional mentoring within the GIS industry.
Tony is an active member of the Missouri GIS Advisory Committee, National States Geographic Information Council, Missouri Geographic Names Board, and a past member of the National Geospatial Advisory Committee. Tony helped lead the effort to create the Coalition of Geospatial Organizations (COGO) where he serves today.
In addition to working for the GISCI, Tony is a member of Missouri Task Force 1, a FEMA Urban Search and Rescue Team and a volunteer with the Boone County Fire Protection District. On fall weekends he can be found on the sidelines officiating for the Father Tolton Trailblazers, the Mizzou Tigers, and the World Champion Kansas City Chiefs.
